    Reporting to the Standing Deputy Prime Minister of the Government and the delegation on the results of the implementation of programs and policies on ethnic minorities in the period 2011-2016, our province stated that: The whole province currently has 80,000 people, with 19 ethnic groups. In which, the Mong people account for the largest 32% of the country, there are 6 ethnic groups with very few people (under 10 thousand people). In the past years, thoroughly grasping and implementing the guidelines and policies of the Party and State on ethnic minority work and socio-economic development in ethnic minority areas and extremely difficult areas, the Provincial Party Committee has focused directing and directing the implementation of many guidelines, resolutions, projects… concretizing the direction of the Central Committee. At the same time, directing and giving guidelines for the People’s Council – Provincial People’s Committee to promulgate and implement many programs, schemes, mechanisms and policies, and perform tasks on ethnic affairs.

    Programs 134, 135; the policy of lending capital for production development, providing direct support to the poor in disadvantaged areas; policies towards reputable people among ethnic minorities; policies on health, culture, education, environment, grant support, distribution of newspapers and magazines… are implemented synchronously and effectively. The implementation of the programs has promoted the restructuring of the agricultural economy towards commodity production, associated with the market, the poverty rate has decreased from over 35% in 2011, to over 21% in 2014 and over 21% in 2014. 38% in 2015 according to the multidimensional poverty line. The infrastructure system is interested and invested with 100% of communes having roads to the center, 89% of villages and hamlets are concreted; over 80% of communes have small irrigation works, ensuring production capacity for over 85% of agricultural land; over 87% of households have access to electricity for daily life; 100% of communes have solid schools and classes; The province has 13 boarding schools for ethnic minorities and 124 semi-boarding schools for ethnic minorities.

    At the meeting, our province suggested that the Government balance resources and allocate budgets for localities, especially especially difficult provinces such as Ha Giang, to implement the Government’s decisions related to population policy. ethnicity; request the Government to soon approve the Project on Development of medicinal plants associated with poverty reduction and new rural construction in 6 poor districts 30a; have a special mechanism on staffing so that the locality can arrange jobs for the number of ethnic minority students who have graduated from domestic and foreign universities, especially the number of students who have recruited ethnic minority people; soon interested, allocating capital for the National Highway 279 Upgrading Project, section Viet Vinh (Bac Quang) – Nghia Do (Yen Bai).
