Reporting to the Standing Deputy Prime Minister of the Government and the delegation on the results of the implementation of programs and policies on ethnic minorities in the period 2011-2016, our province stated that: The whole province currently has 80,000 people, with 19 ethnic groups. In which, the Mong people account for the largest 32% of the country, there are 6 ethnic groups with very few people (under 10 thousand people). In the past years, thoroughly grasping and implementing the guidelines and policies of the Party and State on ethnic minority work and socio-economic development in ethnic minority areas and extremely difficult areas, the Provincial Party Committee has focused directing and directing the implementation of many guidelines, resolutions, projects… concretizing the direction of the Central Committee. At the same time, directing and giving guidelines for the People’s Council – Provincial People’s Committee to promulgate and implement many programs, schemes, mechanisms and policies, and perform tasks on ethnic affairs.
Programs 134, 135; the policy of lending capital for production development, providing direct support to the poor in disadvantaged areas; policies towards reputable people among ethnic minorities; policies on health, culture, education, environment, grant support, distribution of newspapers and magazines… are implemented synchronously and effectively. The implementation of the programs has promoted the restructuring of the agricultural economy towards commodity production, associated with the market, the poverty rate has decreased from over 35% in 2011, to over 21% in 2014 and over 21% in 2014. 38% in 2015 according to the multidimensional poverty line.
